Authorities in South Florida were responding early Thursday to a “partial building collapse,” the Miami-Dade Fire Rescue said. Michael Ruiz, a resident spoke to CNN affiliate WPLG.

SURFSIDE, Fla. (AP) — A wing of a 12-story beachfront condo building collapsed with a roar in a town outside Miami early Thursday, killing at least one person and trapping residents in rubble and twisted metal. Rescuers pulled dozens of survivors from the tower during the morning and continued to look for more.

Surfside Mayor Charles Burkett warned that the death toll was likely to rise, saying the building manager told him the tower was quite full at the time of the collapse around 1:30 a.m., but the exact number of people present was unclear.

“The building is literally pancaked,” Burkett said. “That is heartbreaking because it doesn’t mean, to me, that we are going to be as successful as we wanted to be in finding people alive.”

Authorities did not say what may have caused the collapse. Work was being done on the building’s roof, but Burkett said he did not see how that could have been the cause.

About half of the building’s roughly 130 units were affected, Miami-Dade County Mayor Daniella Levine Cava told a news conference. Rescuers pulled at least 35 people from the wreckage by mid-morning, and heavy equipment was being brought in to help stabilize the structure to give them more access, Raide Jadallah of Miami-Dade Fire and Rescue said.

Sally Heyman, of the Miami-Dade Board of County Commissioners, said that 51 people who were thought to be in the building at the time of the collapse were unaccounted for by mid-morning — but there was a possibility that some weren’t at home. The tower has a mix of seasonal and year-round residents, and while the building keeps a log of guests staying, it does not keep track of when owners are in residence, Burkett said.

Earlier, Burkett said two people were brought to the hospital, one of whom died. He added that 15 families walked out of the building on their own.

Gov. Ron DeSantis said officials were “bracing for some bad news just given the destruction that we’re seeing.”

The collapse, which appeared to affect one leg of the L-shaped tower, tore away walls and left a number of homes in the still-standing part of the building exposed in what looked like a giant dollhouse. Television footage showed bunk beds, tables and chairs still left inside. Air conditioner units hung from some parts of the building, where wires now dangled.

Piles of rubble and debris surrounded the area, and cars up to two blocks away were coated with with a light layer of dust from the debris.

Barry Cohen, 63, said he and his wife were asleep in the building when he first heard what he thought was a crack of thunder. The couple went onto their balcony, then opened the door to the building’s hallway to find “a pile of rubble and dust and smoke billowing around.”

“I couldn’t walk out past my doorway,” said Cohen, the former vice mayor of Surfside. “A gaping hole of rubble.”

He and his wife made it to the basement and found rising water there. They returned upstairs, screamed for help and were eventually brought to safety by firefighters using a cherry-picker.

Cohen said he raised concerns years ago about whether nearby construction might be causing damage to the building after seeing cracked pavers on the pool deck.

At an evacuation site set up in a nearby community center, people who live in buildings neighboring the collapse gathered after being told to flee. Some wept. Some were still dressed in pajamas. Some children tried to sleep on mats spread on the floor. When a news conference about the collapse appeared on the TV, the room went silent.

Jennifer Carr was asleep in a neighboring building when she was awakened by a loud boom and her room shook. She thought it was a thunderstorm but checked the weather app on her phone and saw none. The building’s fire alarms went off, and she and her family went outside and saw the collapse.

“It was devastation,” Carr said. “People were running and screaming.”

Miami-Dade Fire Rescue said in a tweet that more than 80 units were “on scene with assistance from municipal fire departments.”

Teams of firefighters walked through the rubble, picking up survivors and carrying them from the wreckage.

Nicolas Fernandez waited early Thursday for word on close family friends who lived in the collapsed section of the building.

“Since it happened, I’ve been calling them nonstop, just trying to ring their cellphones as much as we can to hep the rescue to see if they can hear the cellphones.”

The seaside condo development was built in 1981 in the southeast corner of Surfside. It had a few two-bedroom units currently on the market, with asking prices of $600,000 to $700,000 in an area with a neighborhood feel that provides a stark contrast to the glitz and bustle of nearby South Beach.

The area has a mix of new and old apartments, houses, condominiums and hotels, with restaurants and stores serving an international combination of residents and tourists. The main oceanside drag is lined with glass-sided, luxury condominium buildings, but more modest houses are on the inland side. Among the neighborhood’s residents are snowbirds, Russian immigrants and Orthodox Jews.

Patricia Avilez considered spending the night in her brother-in-law’s vacant condo on Wednesday but didn’t, only to awake to news of the collapse.

“And then I came here, and it’s gone,” she said. “Everything is disaster.”

The couple survived the collapse of Champlain Towers South Condo, just yards from the Atlantic surf, but at least one person was killed and rescuers were still combing the building’s rubble for others.

Trying to get out, Cohen said he and his wife tried to take stairs down to the pool area, only to find that door wouldn’t open. They descended to the basement and found rising water there.

The couple returned upstairs, screaming for help. There were eventually brought to safety on a cherry-picker that firefighters used to lower people to the ground, he said.

“I thank them,” Cohen said. “They had such a hard job. It’s amazing what they do. I’m always happy to be alive, but I’m even happier today.”

The antihistamines are not working at all, and I have read that there is something called Antihistamine Resistant Urticaria (hives).

I will be seeing an allergist/immunologist on July 13th.

DeSantis signs trio of bills on civics education in K-12 schools, and freedom of speech in postsecondary education

High school students in Florida will be required to learn about “the evils of communism” under one of three bills Gov. Ron DeSantis signed on Tuesday.

***Hallelujah! Finally, TRUTH is being embraced. Communism was the cause of over 100 million horrific deaths during the 20th Century, and the students should learn about this!

DeSantis signed the bills at a news conference at Three Oaks Middle School in Fort Myers. Two of the bills—HB 5 and SB 1108—focus on civics education, and the third—HB 233—requires freedom of expression at state colleges and universities.

******It’s about time that our First Amendment was upheld on college campuses!

Specifically, HB 5 requires the Florida Department of Education to develop an integrated K-12 civic education curriculum that includes teaching students about citizens’ shared rights under the Constitution and Bill of Rights.

The measure also adds a requirement for public high schools to “include a comparative discussion of political ideologies, such as communism and totalitarianism, that conflict with the principles of freedom and democracy essential to the founding principles of the United States.”

In short, high schools must provide “instruction on the evils of communism and totalitarian ideology,” DeSantis said, noting that there are Florida residents who have escaped totalitarian regimes and communist dictatorships, such as from Cuba and Vietnam, to live in America.

“We want all students to understand the difference,” he said. “Why would somebody flee across shark-infested waters … why would people leave these countries and risk their lives to be able to come here? It’s important that students understand that.”

HB 5 will also provide a “Portraits in Patriotism” library with resources that include personal stories of “real patriots who came to this country after seeing the horrors of these communist regimes,” DeSantis said.

The Republican governor also signed SB 1108, which requires state college and university students to undergo both a civic literacy course and a civic literacy assessment in order to graduate. Prior to this bill, students were only required to do one—either the course or the assessment.

High school students will also be required to take a civic literacy assessment. If they pass the test, they will be exempted from taking a civics test in college or university.

The bill also expands a “character development curriculum” for high school juniors and seniors to include instructions on how to register to vote.

In a statement, DeSantis said he was proud to sign the bills to prioritize civics education.

“The sad reality is that only two in five Americans can correctly name the three branches of government, and more than a third of Americans cannot name any of the rights guaranteed by the First Amendment,” he said. “It is abundantly clear that we need to do a much better job of educating our students in civics to prepare them for the rest of their lives.”

The third bill DeSantis signed, HB 233, seeks to protect “intellectual freedom and viewpoint diversity” in postsecondary education.

It requires state colleges and universities to carry out annual assessments on intellectual freedom and viewpoint diversity at these institutions. The bill defines “intellectual freedom and viewpoint diversity” as “the exposure of students to, and the encouragement of students’ exploration of, a variety of ideological and political perspectives.”

The new law will also prohibit postsecondary schools from limiting students and staff members from accessing or observing “ideas and opinions that they may find uncomfortable, unwelcome, disagreeable, or offensive.”

“We obviously want our universities to be focused on critical thinking, academic rigor,” DeSantis told the press conference. “We do not want them as basically hotbeds for stale ideology—that’s not worth tax dollars, and that’s not something we’re going to be supporting going forward.”

He noted, “It used to be thought that a university campus was a place where you’d be exposed to these sorts of ideas. Unfortunately, now the norm is really these are more intellectually repressive environments. You have orthodoxies that are promoted, and other viewpoints are shunned or even suppressed. We don’t want that in Florida. You need to have a true contest of ideas.”

“Students should not be shielded from ideas, and we want robust First Amendment speech on our college and university campuses.”

The trio of bills are the latest efforts by DeSantis’s administration focused on education in Florida.

In 2019, DeSantis signed an executive order that involved completely eliminating Common Core in Florida, a set of education standards for reading, writing, and maths in the majority of states since 2010.

The same order directed Education Commissioner Richard Corcoran to develop recommendations for the state legislature, including ideas to improve testing, and to “identify ways to really make civics education a priority in Florida,” DeSantis said back in 2019.

More recently, the Floridian governor supported the Florida Board of Education’s decision to ban the teaching of critical race theory in public schools. Source
